How do you write an appeal against a Turkish speeding fine?

Does filing an appeal stop the fine being collected?
No. An appeal does not suspend collection. If you would rather take the 25% early-payment discount, that window is 30 days from service and runs independently.
Does the petition have to be in Turkish?
Yes. It is filed with a Turkish court, so this tool always writes the document in Turkish however you set the site language. The form around it is in yours.
Is anything I type here stored?

What grounds can I appeal on?
Common ones are that the vehicle was not yours at the time, the ticket details are wrong, the signage or the device was not in order, or the fine was served late. State the facts plainly and attach what supports them.
